Can you ascertain whether there is any truth in the report, emanating from the Bombay merchants, that Indian opium covered by the customary transit certificate has been seized at the treaty port of Swatow on the ground that it has not paid the new excise duty on ? prepared] opium?
His Majesty's Government will no doubt realise the gravity of the situation created if this report is well founded.
We should be glad to have any information as early as possible: our next sales are on Wednesday.
